The IIAR has issued the following notice regarding

The Department of Homeland Security (DHS) announced on Friday, November 2, 2007 that
Appendix A of the Chemical Facility Anti-Terrorism Standards (CFATS) will set the Screening
Threshold Quantity (STQ) for ammonia at 10,000 pounds. That amount is equal to the Threshold
Quantity (TQ) for both the OSHA process safety management (PSM) and the EPA risk management
program (RMP) regulation.
Facilities with 10,000 lbs or more of ammonia on site must complete and submit Top-Screen
information to DHS within 60 days after the effective date of the Appendix A regulation. Data
provided in the Top-Screen will be used by DHS to determine if a facility is a "covered facility"
subject to the CFATS regulation, and a risk tier if it is determined to be a "high risk" facility under
the regulation.
